ASEAN Foundation, UP Manila sign partnership for free/open source software



The ASEAN Foundation and University of the Philippines (UP) Manila formally signed a contract for the project “Asia Source 3: Free and/or Open Source Software (FOSS) for International Cooperation and Empowerment among NGOs, SMEs and Youth Networks.“ The signing ceremony was led by Dr. Filemon A. Uriarte, Jr., ASEAN Foundation Executive Director and Dr. Ramon Arcadio, Chancellor, UP Manila.

Under this project, the ASEAN Foundation through the Japan-ASEAN Solidarity Fund, supports the participation of technology entrepreneurs, IT professionals and youth networks in ASEAN in Asia Source 3, a week-long camp that highlighted the potential of free/open source software (FOSS) in helping small and medium enterprises and non-government organizations build capacities and cultivate new ideas founded on FOSS. The Asia Source 3 Camp, attended by about 150 delegates from 15 countries, is also aimed at exploring innovative sofftware solutions and business models based on free and open source software to contribute to sustainable development in the ASEAN region. The project also addresses the important mandates of the ASEAN Foundation which is to raise awareness about ASEAN especially among the youth, enhance interaction among various stakeholders and develop human resources in the region.

The project is implemented by the International Open Source Network ASEAN+3 (IOSN ASEAN+3), a network established by the United Nations Development Programme (UNDP) that promotes the adoption of free/open source software and open content for sustainable human development in the Asia-Pacific region. IOSN ASEAN+3 is hosted by the University of the Philippines Manila. The Asia Source 3 is a collaboration between UNDP-IOSN, ASEAN Foundation, InWent – Capacity Building International Germany, Tactical Technology Collective, Aspiration (USA), the Centre for Internet and Society (India), Federal Ministry for Economic Cooperation and Development of Germany (BMZ), and the Open Society Institute.

In January 2010, IOSN ASEAN+3 and the University of Baguio in the Philippines will hold the 1st  North Luzon Free/Open Source Conference (FOSS) with support from the ASEAN Foundation. A parallel event of the Conference will be the competition of the ASEAN Quest, an innovative computer game that helps raise awareness among the youth. The ASEAN Quest Game will be running on open source software.
