Three decades after ASEAN was established, ASEAN leaders recognised that: there remained inadequate shared prosperity, ASEAN awareness and contact among people of ASEAN. It was of this concern that ASEAN leaders established the ASEAN Foundation during ASEAN’s 30th Anniversary Summit in Kuala Lumpur Malaysia on 15 December 1997. The ASEAN Foundation and SAP will implement the ASEAN Data Science Explorers (ASEAN DSE) in 2023. The ASEAN DSE is an initiative that aims to enhance awareness and appreciation of the ASEAN Community among young people through digital literacy intervention that will be achieved through a data analytics training session and a data analytic competition targeting tertiary students across the ASEAN region. The programme’s webpage has been developed and running to highlight the initiative as well as to provide comprehensive information on the initiative for both the targeted participants and broader audience. The webpage is also a platform for the students keen to partake in the ASEAN DSE competition to apply for it and submit their storyboards.

Some elements of the webpage need to be adjusted and updated for the purpose of the ASEAN DSE 2023. As such, the ASEAN Foundation is going to hire a website consultant (“Consultant”) to update, adjust, and manage the ASEAN DSE website from 1 January 2023 to 31 December 2023.




Reporting to the Project Manager for the ASEAN Foundation-SAP Joint Initiatives, the Website Consultant will be responsible for the overall updating and management of the ASEAN DSE website ( within the period of 1 January 2023 to 31 December 2023.

In order to be suitable for this consultancy assignment, the candidate must have knowledge of and proven capacity in website development as well as demonstrate creative approach to visual and/or multimedia presentation of information. Additionally, the candidate must possess professional competence and mastery of subject matter, be conscientious and efficient in meeting commitments, observing deadlines, and achieving results.




Time Line

1.   Updated contents of the website

Some contents of the website need to be updated. This includes, but not limited to, removing and adding videos, images, documents, wordings, changing features/menu of the website, etc.

By 31 January 2023

2.   Updated registration form

This includes, but not limited to, updating list of institutes of higher learning and schools from the 10 ASEAN Member States (AMS) for participants to select when registering through the website, adjusting, removing, adding the current elements of the registration form to be completed by the participants, adjusting the notification email for successful registration, etc.

By 31 January 2023

3.   Updated storyboard submission system (if any)

This is the system where participants can submit their storyboard in the format of PDF within the website

By 28 February 2023

4.   Updated scoring form/system (if any)

This is the system where organisers can input the scores given to each storyboard within the website

By 31 March 2023

5.   Added, uploaded contents to the website

There will be max 2 contents per month to be uploaded into the website. The content usually comprises updated activities of the ASEAN DSE programme

6.   Investigated, reported, and resolved issues

This is related to any relevant issues arising, including the following: the organisers cannot download the storyboards from the submission system, the participants cannot access the registration form nor submit their storyboards, etc.
