IMPLEMENTING PARTNER
ASEAN DATA SCIENCE EXPLORERS’ ENABLEMENT SESSION FOR UNDERSERVED YOUTHS
BACKGROUND
Three decades after ASEAN was established, ASEAN leaders recognised that there remained inadequate shared prosperity, ASEAN awareness and contact among the people of ASEAN. It was of this concern that ASEAN leaders established ASEAN Foundation in Jakarta, Indonesia, at ASEAN’s 30th Anniversary Summit in Kuala Lumpur, Malaysia, on 15 December 1997.

JUSTIFICATION
ASEAN Data Science Explorers (ASEAN DSE) is a flagship programme under the ASEAN Foundation’s partnership with SAP, and it has been running for seven years. It’s a regional digital technology programme with the enablement session as one of its programmatic segments. It is a data analytics training using SAP Analytics Cloud (SAC) and an app development training using SAP Build Apps. In the last three years, the enablement session targeted not only tertiary students and lecturers but also underserved youths across the 10 ASEAN Member States (AMS). Considering the positive outcomes of the sessions for underserved youths, this year the ASEAN Foundation will re-organise the sessions. The sessions will target underserved youths aged 15 to 30 years, having interest in data analytics and app development with no coding required regardless of the educational background and falling under one of the following categories:
- Youth living in tier 2/tier 3 cities
- Youth with different abilities
- Youth from certain ethnic group
- Youth with certain gender identity
- Youth with no access or lack of access to technology
- Youth from lower to middle economic background
The inclusion of the above groups of youths is essentially relevant to the main goal of the programme which is to bridge digital divide among the 10 AMS and reach out to as many youths as possible regardless of their socio-economic background. The ASEAN Foundation and SAP are seeking to partner up with potential working partners which have a vision and missions to empower youths, particularly underserved youths, with relevant skills to enable them to have better opportunities for their future. These working partners will support the ASEAN Foundation and SAP to implement the enablement sessions targeted at the youths mentioned above. It is mandatory that these partners have direct access to the youths.
DEFINITION OF THE ENABLEMENT SESSION
The enablement session is a training session on SAP Analytics Cloud (SAC) and SAP Build Apps, aimed to provide underserved youths with understanding of SAC and SAP Build Apps and their functionalities/features for data analytics and low-code/no-code app development. Through the enablement session, trained youths will be introduced to SAC and SAP Build Apps and their functionalities/features and exposed to data analytics skills, app development skills, as well as other entailed skills such as critical thinking skill and problem-solving skill. The youths will have the opportunities to do hands-on exercises which will help them understand the SAC and SAP Build Apps and their functionalities/features and gain relevant skills (data analytics skill, app development skill, critical thinking skill, and problem-solving skill).
The ASEAN Foundation and SAP have been running ASEAN DSE for seven years in a row. Through its enablement sessions, the programme has been able to engage and capacitate over 71,000 youths, inclusive of underserved youths, across the 10 AMS with data analytics skills using SAP Analytics Cloud (SAC). The programme supports the realisation of ASEAN Work Plan on Youth and Education 2021-2025. It is also aligned with the ASEAN Digital Masterplan 2025 and the ASEAN Declaration on Industrial Transformation to Industry 4.0.
The ASEAN DSE enablement sessions for underserved youths will be targeting at least 8,000 underserved youths trained with data analytical skill using SAC and app development skill using SAP Build Apps. The ASEAN Foundation and SAP are seeking any interested local not-for-profit organisations (“working partners”) to support the implementation of the enablement sessions for underserved youths.
OBJECTIVES OF THE ENABLEMENT SESSION
The enablement session aims to:
- Provide underserved youths with the understanding of SAC and SAP Build Apps and their functionalities/features for data analytics and app development with no coding required.
- Equip underserved youths with data analytics skills, app development skills, website development skill, and other relevant skills (problem-solving skill and critical thinking skill).
- Promote the ASEAN Data Science Explorers competition: www.aseandse.org.
ELIGIBILITY OF THE WORKING PARTNER
The working partner of the enablement sessions must have the following qualifications:
- Having access to underserved youths with the specific categories mentioned above (please see Justification Section).
- Having capacity to recruit youth master trainers who will be the facilitators of the enablement sessions.
- Having capacity to get underserved youths to join the enablement sessions.
- Being a not-for-profit organisation.
- Having experience in conducting capacity building programmes for youths.
- Based in one of the 10 AMS. Having branches in more than one AMS is an advantage.
- Not affiliated with any political parties.
- Having a legal permit to operate in one of the 10 AMS or more.
TASKS AND RESPONSIBILITIES OF THE WORKING PARTNER
The following are the tasks and responsibilities which each partner will have to undertake:
- Recruiting 5-10 youth master trainers who will be the trainers/facilitators of the enablement sessions. They must have good English proficiency as they will join the 4-6 hour training of trainers that will be conducted in English. They can conduct their own enablement sessions in local languages later.
- Securing the 5-10 youth master trainers join the online 4-6 hour training of trainers which will be led by an SAC and SAP Build Apps expert from SAP.
- Recruiting and securing at least 1,000 underserved youths empowered through the enablement sessions.
- Conducting a series of 4-6 hour enablement sessions, empowering at least 1,000 underserved youths by 31 May 2024:
- One of the enablement sessions must be organised onsite.
- One session can accommodate up to 50 participants.
- 5-6 hour enablement session covers 15 minutes for the introduction to ASEAN and ASEAN DSE programme, 3-4 hours for SAC, and the other 2 hours for the introduction to SAP Build Apps. A break is advised between SAC and SAP Build Apps segments.
- The ASEAN Foundation will observe 1 – 2 sessions (online or onsite).
- Ensuring that each youth partaking in the enablement session has access to a laptop/PC. This is one of the requirements for participants to partake in the enablement session.
- Ensuring that each youth joining the enablement session has completed minimum requirements pertaining to the enablement session to ensure that they will be claimed as end-beneficiaries and be awarded e-certificate of participation.
- Promoting ASEAN Data Science Explorers competition to all underserved youths trained and encourage them to participate in the competition. Refer to competition website for more details: www.aseandse.org
GRANT TO BE PROVIDED TO WORKING PARTNER
The ASEAN Foundation and SAP will award a total grant of USD 6,000 to each selected working partner. No additional grant will be provided to each working partner.

The above time frame is subject to adjustments and shall be discussed between the ASEAN Foundation and the working partner.
