Three decades after ASEAN was established, ASEAN leaders recognised that: there remained inadequate shared prosperity, ASEAN awareness and contact among people of ASEAN. It was of this concern that ASEAN leaders established the ASEAN Foundation during ASEAN’s 30th Anniversary Summit in Kuala Lumpur Malaysia on 15 December 1997. The ASEAN Foundation is an organisation from and for the people of ASEAN and exists because of one vision: to build a cohesive and prosperous ASEAN Community. Continuing the success of ASEAN Social Enterprise Development Programme (SEDP) Phase 1 in 2020, the ASEAN Foundation with support from TikTok and SAP will implement the ASEAN SEDP 2.0 in 2023 with a goal of empowering social enterprises across the ASEAN region through promoting productivity, technology, and Innovation, increasing access to finance, enhancing market access and internationalisation, and promoting entrepreneurship and human capital development. ASEAN SEDP 2.0 will serve as an accelerator programme that aims to provide customised capacity building, mentorship and coaching, facilitation to market and seed funding to 20 youth-led social enterprises in ten ASEAN countries. One of the goals of the programme is build stronger awareness of the programme among the people of ASEAN, especially the key stakeholders. To achieve this, the support of an experienced and capable Communications Consultant is required.


The Communications Consultant is required to provide service of high-impact regional campaigns for ASEAN SEDP 2.0. Under the supervision of the Project Coordinator and the guidance of Head of Communications, the Communications Consultant will work closely with key members of ASEAN Foundation relevant to the programme, to support the communications effort of ASEAN SEDP 2.0.

Functional Relationship

Develop and maintain effective, collaborative relationships with the following:

Social Media Management

  • Develop robust social media strategy for the programme that can be seamlessly integrated with the overall communications strategy.
  • Produce social media contents independently, including, but not limited to, videos, animations, infographics, by taking account the social media platforms and the audience.
  • Develop efficient and scalable social media posting schedule.
  • Explore ways to add value to infographics, photos and videos used as social media visual to amplify the impact of captions.
  • Conduct monthly social media monitoring and provide brief analysis report on social media performance.
  • Ensure that all final social media contents are typo-free and use appropriate visuals prior to circulation.

E-Newsletter Management

  • Formulate scalable schedule to blast programme e-newsletter consistently.
  • Develop engaging e-newsletter contents to strengthen the promotion of the programme

Media Engagement

  • Lead in the writing of programme-related press release and article
  • Leverage partners’ media network to promote the programme
  • Engage and maintain good relationship with journalists
  • Ensure that all publications of the programme succeed in generating positive public sentiments

Event Management

  • Lead in the development of communication products for programme-related launch events, workshops, and exhibitions by working together with graphic design consultant/in-house designer
  • Ensure engaging and seamless live streaming activities in collaboration with live stream consultant

Other Communications and Outreach Tasks

  • Assist in the maintenance of the ASEAN Foundation’s website, especially in updating news about ASEAN SEDP 2.0
  • Assist in taking pictures of events for publication purposes
  • Make speeches and PowerPoint slides for Executive Director and Project Coordinator
  • Lead in the coordination with relevant communications vendors and consultants to ensure the success of the programme
  • Execute other communication and outreach tasks as assigned


The consultant is expected to report the following deliverables with these specified milestones: 





10-month communications work plan with clear KPI target and impact

·       10-month communications work plan for ASEAN SEDP 2.0


Formulation and implementation of solid social media plan

·       Create a monthly-basis social media plan that includes, among other, content briefs/guidelines, captions, and scheduling

·       Develop and promote website article and social media contents about the programme and its key events regularly

·       Explore other creative ways to promote the programme via digital platforms


Creation and implementation of impactful media engagement/relations strategy

·       Produce press release and feature news about the programme


Creation and dissemination of impactful success stories of SEDP

·       Produce and circulate success stories of the programme beneficiaries


Organisation and promotion of key events of the SEDP programme

·       Provide support for the Programme Team to organising online, offline, and hybrid events

·       Develop event-related communications products by coordinating with inhouse designer


Creation of innovative communication and knowledge management products

·       Develop and promote programme’s impact videos and infographics


Establishment of campaign monitoring system

·       Create a campaign monitoring system

·       Deliver milestone-based campaign reports

Education and Experience

  • A maximum of three years of experience in in rolling out regional outreach campaign
  • A bachelor’s or master’s degree in communications (journalism, public relations, marketing, and communications) is desirable

Essential Technical Skills

  • Excellent Microsoft Word and Microsoft PowerPoint skills, complemented by basic Microsoft Excel skill. Familiarity with other Microsoft Office’s applications is a plus
  • Familiar with video and photo editing
  • Familiar with TikTok
  • Digital savvy
  • Fluent in English (especially written)
  • Good understanding of strategic communications
  • Good understanding of digital trend in ASEAN
  • Good campaign monitoring and evaluation skills
  • Ability to respect communication protocol and procurement processes


  • Strong journalistic writing skill
  • Good experience in developing and executing regionwide and/or big national level awareness campaign
  • Good understanding of branding

A lump sum fee will be provided commensurate with the qualification and experience. The disbursement of the payment will be discussed upon contract signing between the consultant and the ASEAN Foundation.
