Background
Three decades after ASEAN was established, ASEAN Leaders recognised that: there remained inadequate shared prosperity, ASEAN awareness and contact among people of ASEAN. It was of this concern that ASEAN Leaders established the ASEAN Foundation during ASEAN’s 30th Anniversary Commemorative Summit in Kuala Lumpur Malaysia on 15 December 1997.
After its establishment, the ASEAN Foundation has been tasked with supporting ASEAN’s community-building efforts by promoting greater awareness of the ASEAN identity, human resource development, people-to-people interaction, and close collaboration among the business sector, civil society, academia, and other stakeholders in ASEAN.
We work in six thematic areas: education, arts and culture, environment, media development, and community building, and business community engagement. We provide support through community projects, trainings, scholarships, fellowships, internships, and exchanges. We also organise meetings, conferences, roundtables, and workshops in support of the ASEAN Community.
One of our programmes under the business community engagement is the Enhancing Digital Skills of the SMEs in ASEAN, or EDS ASEAN in short, in partnership with Huawei. The programme is designed to help SMEs enhance their digital maturity and unlock their full potential through digital tools and strategies.
Position Summary
Under the supervision of the Programme Officer with guidance from the Head of Communications, the Communications Consultant for EDS ASEAN will be primarily responsible for executing all communications activities related to the programme. The key objectives are to ensure programme awareness, engagement, and achievement of the targeted number of beneficiaries and coverage.
In addition to communications tasks, the Consultant will support programme implementation and collaborate with relevant Units within the ASEAN Foundation to ensure synergy and coordination. Externally, the Consultant will also liaise with participants, partners, and vendors to coordinate and execute relevant tasks.
Key Responsibilities

Develop and implement communication strategies:
- Develop and execute communications plans for all key phases of the programme, including, but not limited to, the call for applications and selection, capacity building, workshop, and online campaigns, ensuring the programme’s targets are achieved.
- Communications plans will encompass content creation, social media management, newsletters, articles, press releases, reports, scripts, presentation slides, correspondences, and other programme related messaging, aligning with the programme’s objectives and current trends.

Stakeholder engagement:
- Liaise with internal teams to coordinate and deliver communication outputs related to the programme.
- Liaise with external stakeholders, including partners, vendors, participants, influencers, and media, among others, to coordinate and execute relevant tasks efficiently.

Vendor procurement:
- Support vendor procurement processes, including requesting and evaluating quotations, and securing agreements.
- Assist in monitoring vendor performance, ensuring compliance with agreements, and facilitating the closure of contracts.

Other support:
- Assist in identifying areas for improvement and contributing to the improvement of programme implementation.
- Support the implementation of programme related activities.
- Perform other pertinent tasks as agreed upon mutually.
Qualifications

Education and experience:
- A minimum of Bachelor’s degree in communications (Journalism, Public Relations, Marketing, Journalism), or related field.
- A minimum of 2 years of working experience (including internship).

Technical skills:
- Strong oral and written communication skills in English.
- Digital savvy with proficiency in digital communication tools.
- Proficiency in Microsoft Office applications.
- Familiarity with design process and an aesthetic sense.
- Familiarity with public relations and media relations.

- Ability to work independently and collaboratively as a team player.
- Strong sense of responsibility and commitment to completing tasks.
- Creative, flexible, and detail oriented
- Organised, able to multitask, prioritise effectively, and meet deadlines.
- Eager to learn and stay updated on communication trends.
- Proactive in adapting strategies to meet new challenges.
