This is a non-ongoing position for a period of 12 months starting from January 2023, after which the position will be evaluated subject to the organisation’s needs and regular performance review 

 

BACKGROUND 

Three decades after ASEAN was established, ASEAN leaders recognised that: there remained inadequate shared prosperity, ASEAN awareness and contact among people of ASEAN. It was of this concern that ASEAN leaders established the ASEAN Foundation during ASEAN’s 30th Anniversary Summit in Kuala Lumpur Malaysia on 15 December 1997. The ASEAN Foundation is an organisation from and for the people of ASEAN and exists because of one vision: to build a cohesive and prosperous ASEAN Community. As an ASEAN’s body, the Foundation is tasked to support ASEAN mainly in promoting awareness, identity, interaction, and development of the people of ASEAN. The eMpowering Youths Across ASEAN (EYAA) 

The eMpowering Youth Across ASEAN (EYAA)—launched in conjunction with the ASEAN Day on 8 August 2018—is a collaborative programme by the ASEAN Foundation and Maybank Foundation dedicated to empowering youth and communities across the region. Since 2018, the programme has empowered 175 youths, collaborated with 20 civil society organisations (CSOs), and directly impacted 38,933 community members across in ASEAN.   

 

KONNECT ASEAN  

KONNECT ASEAN is a development project supported by the ASEAN-Republic of Korea Cooperation Fund and will serve as the ASEAN Foundation’s core arts and cultural programme. KONNECT ASEAN signals both an eagerness by ASEAN to revitalise its once integral role in contemporary visual arts and South Korea’s sincerity in establishing closer ties with ASEAN.The project will celebrate Southeast Asian arts using different platforms e.g. exhibitions, educational outreach, community arts workshops and exhibits, and printed and digital documentation, and in the process explore and discuss social, political, economic, and environmental issues in the region. The artists' works and activities will engage and strengthen the public's understanding of ASEAN.  

Furthermore, the project intends to connect with the three major stakeholder groups of government, business, and civil society to achieve the vision of an ASEAN Community. Outcomes will provide permanent resources recording why ASEAN matters and its ongoing contribution to the region's growth, prosperity, and stability. 

 

POSITION SUMMARY 

The Graphic Design Consultant is required to work for EYAA and KONNECT ASEAN. The consultant is expected to advise, suggest, and implement design concept that incorporates functionality and aesthetics. Under the supervision of the Head of Communications and Project Coordinator of EYAA, Project Director and Coordinator of KONNECT ASEAN, the designer will work with the communication and programme units to develop impactful communication materials necessary for the programme.    

 

Under the supervision of the Head of Communications and Project Coordinators, the Graphic Design Consultant will work closely with the Project Coordinators and Programme Support Officer of EYAA and KONNECT ASEAN to ensure the necessary support is provided for the implementation of the project. 

 

Functional Relationship 

Develop and maintain effective, collaborative relationships with the following:  

 

Internal (within Post) 

  • Executive Director 
  • All Staff of the ASEAN Foundation 

 

External (outside Post) 

  • Implementing partners 
  • Government Institutions 
  • NGO/CSOs/Social Enterprises (SEs) 
  • Others. 

 

DUTIES AND RESPONSIBILITIES 

  • Consult with programme and communication unit and project coordinator of EYAA and Project Director and Coordinator of KONNECT ASEAN to create and suggest design ideas that fit for the programme.   
  • Provide suggestion on the best format and materials for communications product.   
  • Ensure that the development of design complies to the branding regulation of ASEAN Foundation and partners.   
  • Provide any other support for corporate communication purposes, as needed

INTELLECTUAL PROPERTY RIGHTS 

All information pertaining to this project belongs to the ASEAN Foundation, which the consultant may come into contact within the performance of his/her, and duties under this assignment shall remain the property of the ASEAN Foundation. ASEAN Foundation shall have exclusive rights over their use. Except for the purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of the ASEAN Foundation in line with the national and International Copyright Laws applicable.  

 

PERSON QUALIFICATIONS 

  • Ability to use various design software particularly the Adobe Suite including InDesign, Photoshop and Illustrator and CorelDraw  
  • Excellent comprehension of branding  
  • Of necessity are creativity, originality, fluency of Ideas, information ordering and problem sensitivity  
  • Must have an eye for details  
  • Demonstrable ability to work under a tight schedule and deliver timely and quality materials  
  • Flexible in revision and accommodating inputs desirable  
  • Experience in developing layout for regional level project or research report documents 

 

REMUNERATION 

A lump sum fee will be provided commensurate with the qualification and experience. The disbursement of the payment will be discussed upon contract signing between the consultant and the ASEAN Foundation.
