Implementing Partner for ASEAN Cybersecurity Skilling Programme

Terms of Reference

 

BACKGROUND  

Three decades after ASEAN was established, ASEAN Leaders recognised that: there remained inadequate shared prosperity, ASEAN awareness and contact among people of ASEAN. It was of this concern that ASEAN Leaders established the ASEAN Foundation during ASEAN’s 30th Anniversary Commemorative Summit in Kuala Lumpur Malaysia on 15 December 1997.        

After its establishment, the ASEAN Foundation has been tasked to support ASEAN’s community building efforts by promoting greater awareness of the ASEAN identity, human resource development, people-to-people interaction, and close collaboration among the business sector, civil society, academia and other stakeholders in ASEAN.   


JUSTIFICATION
 

We continue to complement ASEAN priorities. To date, we work to strengthen the ASEAN Community by having more digital skills and employability programmes. In this regard, the ASEAN Cybersecurity Skilling Programme, in partnership with Microsoft, was conceived to enhance the capacities of five hundred sixty (560) ASEAN teachers, non-profit trainers, facilitators, educators, youth job seekers, and fresh graduates as trainers across Cambodia, Indonesia, Malaysia, Singapore, Thailand, The Philippines, and Vietnam to build a safer and more resilient digital ecosystem for the ASEAN Community on Cybersecurity.  

Through this project, ASEAN teachers, non-profit trainers, facilitators, educators, youth job seekers, and fresh graduates ASEAN will be empowered through training to deliver cybersecurity knowledge and information to 20,000 end beneficiaries across ASEAN via the Empowerment Sessions.   


POSITION SUMMARY
 

The ASEAN Cybersecurity Skilling Programme is a flagship programme of ASEAN Foundation, in partnership with Microsoft. The programme supports the ASEAN ICT Masterplan 2020 and ASEAN Work Plan on Education 2021-2025.  

The ASEAN Foundation and Microsoft will collaborate with local implementing partners whose vision and mission align with the programme’s objective. As such, the ASEAN Foundation and Microsoft are seeking fourteen (14) not-for-profit organisations based in the ASEAN region to organise the Training of Trainers (ToT) and implement the Empowerment Sessions for underserved youths.  

The Training of Trainers aim to target at least 560 participants from seven (7) ASEAN-member states, while the Empowerment Sessions aim to target 30,000 end beneficiaries, targeting at underserved youths age 15-35 which fall under the following defined groups: 

  • Youths living in slum areas, remote area, or tier 2/tier 3 cities
  • Youths living with disabilities
  • Youths from certain ethnic groups
  • Youths from certain gender identity
  • Youths with no access to or lack of access to technology 

Furthermore, the ToT will also target teachers, fresh graduates, and youth job seekers to help them improve their skills to find employment. Therefore, it is essential for the local implementing partners to have access to the said groups.  

After the successful completion of the ToT, the Empowerment Sessions will be organised targeting the same beneficiaries with the help of the participants who benefitted from the ToT. These participants will now be the trainers of the Empowerment Sessions. 


REQUIREMENTS OF THE WORKING PARTNER
 

The implementing partners must meet the following requirements: 

  • An organisation whose vision and mission is to provide technology-oriented skills and relevant skills needed for Industrial Revolution 4.0 
  • Are not-for-profit organisations
  • Having experience in conducting capacity building programme for youths
  • Are based in ASEAN-region
  • Are not affiliated with any political parties


DUTIES AND RESPONSIBILITIES
 

The following are the tasks and responsibilities each partner has to undertake. 

Training of Trainers: 

  • Select the ToT participants according to the selection criteria developed by the ASEAN Foundation. The required number of ToT participants per country is listed below; some or all of whom will be the trainers of the empowerment session upon completion of the 10-hr training sessions;

  • Conducting a 10-hour training session using the module ASEAN Foundation developed led by the Master Trainer provided by the ASEAN Foundation;
  • Collaborating with the Master Trainer from the ASEAN Foundation;
  • Ensuring that ToT Participants will participate in the empowerment session or local trainings afterwards

Empowerment Sessions: 

  • Conducting an empowerment session for a specific number of participants per training session (please see list below) from July to November. The 30,000 end beneficiaries will include local underserved communities (incl. youth living in slum areas, youth living with disabilities, youths from certain ethnic groups, youths from certain gender identity, youths with no access to or lack of access to technology ), youth fresh graduates and job seekers. Please note that we are also including in the count those who would individually access the module for self-paced learning; hence promotion of the programme is necessary.   • These empowerment sessions shall be conducted virtually or on site (depending on the country). If conducted on site, implementing partners should provide a venue, working internet connection, screen, and projector. Any expenses spent on the post-enablement sessions will be shouldered by the implementing partner using the awarded grant. 
  • Nominating/identifying someone to assist with classroom management/language and translation assistance, if necessary.
  • Promote ASEAN Cybersecurity Skilling Programme to underserved communities and disadvantaged youths and encourage them to participate in the empowerment sessions.

-        At least 2 articles about the training published on social media by the end of the programme

The above time frame is subject to adjustments and shall be discussed between the ASEAN Foundation and working partners. 


BENEFITS
 

The ASEAN Foundation and Microsoft will award a grant to each selected partner to implement the Training of Trainers and Empowerment Sessions. The grant will be disbursed in the three tranches as follow:  

  1. 30% after Deliverables 1-3 are completed; 
  2. 50% after Deliverables 4-7 are completed; and 
  3. 20% after Deliverables 8-10 are completed. 

Aside from the grant, the selected implementing partners will have a regional exposure, access to ASEAN’s Foundation huge network of youth and general public, and the opportunity to network with ASEAN high-level officials. In addition, the implementing partners will also have access to Microsoft’s resources on Cybersecurity. Furthermore, the ASEAN Foundation will constantly publicize its engagement with said implementing partners throughout the engagement. Through this partnership, the ASEAN Foundation will help the implementing partner increase its brand exposure.
