Terms of Reference
BACKGROUND
ASEAN Young Climate Leaders Programme (ASEAN YCLP) is a programme under the ASEAN Foundation’s partnership with SAP, GIZ and Common Purpose to anchor cross-boundary leadership skills of young people in tackling the pressing socio-economic issues across the ASEAN region. Participants are encouraged to pitch-in their projects based on the seven themes of ASEAN strategic plan on the environment, namely (1) Nature conservation and biodiversity, (2) Coastal and marine environment, (3) Water resources management, (4) Environmentally sustainable cities, (5) Climate change, (6) Chemicals and waste, (7) Environmental education and sustainable consumption and production.
There are 13 groups in ASEAN YCLP, which consist of youths of different ASEAN nationalities, who have been equipped with the necessary skills through virtual workshops, seed grant and guidance of mentors to implement their projects. In the final event of ASEAN YCLP, the groups will present their project proposal to a panel of judges who will evaluate which five groups have the biggest potential to scale up. The Final Presentations of ASEAN YCLP will be virtually conducted on 14 June 2022.
To support the implementation of the virtual Final Presentations of ASEAN YCLP, the ASEAN Foundation is looking for a professional and experienced organization or individual (Consultant) who can fully coordinate the live streaming of the Final Presentation. This Consultant is deemed essential to execute a professional and engaging live streaming of the event.
DUTY AND RESPONSIBILITIES
Under direct supervision of the Project Manager for the ASEAN Foundation-SAP Joint Initiatives and the ASEAN YCLP Lead, the Consultant will be hired to mainly produce a professional and engaging live streaming of the Final Presentation of ASEAN YCLP. The schema of the assignment is home-based assignment. The Consultant is required to provide a live streaming platform with the following requirements/qualifications:
- Allowing the use of Videos, Screen Sharing, and Custom Branding
- Facebook LIVE minimum, if possible, YouTube LIVE
- Scheduled events for Facebook/YouTube
- Ability to save and download recordings
- Customizing live stream with full-screen graphic overlays, watermarks, and lower-thirds text
- Moving between multiple layouts and adapt scenes on-the-fly with real-time composition and switching
- Mix video and audio clips into the broadcast
- Hosting a minimum of 40 people
- In case of a speaker dropping out of the platform, producer should be able to quickly plug in the holding image to allow transition to the next speaker etcetera.
- Switching to the next speaker, producer to insert lower-third title of name of the speaker and other relevant details provided to you
- During pre-event and breaks, producer should play audio clips and holding image or selected video clips.
TIME FRAME
The duration of the consultancy is from 9 May 2022 to 1 July 2022. The estimated timeframe does not reflect the actual number of days worked but the recommended time needed to complete the above tasks and responsibilities. Moreover, it is noted that due to the nature of the assignment, there will be time when no actual work will occur because the Consultant will be waiting for either clearance from the ASEAN Foundation and SAP.
The following presents timeline of the outputs:
- Demonstration of the 1st plan of Live streaming: 25 May 2022
- Demonstration of the 2nd plan (the revised plan) of Live streaming (if necessary): 7 June 2022
- Execution of Live streaming: 14 June 2022
OUTPUTS
The hired Consultant is required to complete the following outputs:
- Demonstration of the 1st plan of Live streaming: 25 May 2022
- One teaser video of the Final Presentations, winning teams announcing video/clip (to play at the Final Presentation), and necessary designs pertaining to the live streaming of the Final Presentation: by 25 May 2022
- Demonstration of the 2nd plan (the revised plan) of Live streaming (if necessary): 7 June 2022
- Execution of Live streaming: 14 June 2022
- Up to 80 selected photos of the Final Presentations, several of which are group photos, recording of the Final Presentations, and a summary video of the Final Presentation: 23 June 2022
INTELLECTUAL PROPERTY
All information pertaining to this project belong to the ASEAN Foundation, which the Consultant may meet in his/her performance. Duties under this assignment shall remain the property of the ASEAN Foundation and SAP who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of the ASEAN Foundation in line with the national and International Copyright Laws applicable.
REQUIRED SKILLS AND EXPERIENCE
- Professional experience in hosting Live streaming of national and international events
- Eye for design and attention to details are essential
- Excellent English skills
- Ability to work in tight deadline
