Live Streaming Consultant for the ASEAN Cybersecurity Skilling Programme Launching Event

TERMS OF REFERENCE

 

BACKGROUND

The digital economy in ASEAN has the potential to contribute mainly to the Gross Domestic Product (GDP) over the years.[1] However, cyber risks could impede trust and resilience in the digital economy and prevent the region from realising its full digital potential. The region's growing strategic relevance makes it a prime target for cyberattacks. Moreover, cyber resilience is generally low, with countries having varying cyber readiness levels. Information technology has undoubtedly become a significant part of modern life, making contacts through various networks. With such widespread use, more and more critical information is exchanged via digital means.[2] This heightens the risk of cyber-attacks and increases the severity of the damage.

As the COVID-19 pandemic emerged, society has been forced to become more reliant than ever before. Through periods of lockdown, and while social distancing is advised, online infrastructure has become the core hub for communication, commerce, working, and learning.[3] While this has managed to reduce the spread of COVID-19, an alarming increase of cyber-attacks has become a significant bane today.[4] According to the 2020 Global Digital Report, the average internet penetration rate in Southeast Asia is about 66 per cent. Over the past few years, it has snowballed and shows no sign of slowing down. It goes along with the high number of data breaches – which involved leaking 91 million users' information from one of the E-Commerce platforms in Indonesia, ransomware attacks targeting hospitals and businesses in Thailand, and an increment in COVID-19 related online fraud.

In hopes of tackling the emerging cybersecurity issue, The ASEAN Foundation, in partnership with Microsoft, is implementing the ASEAN Cybersecurity Skilling Programme. The Capacity Development Programme for ASEAN Citizen on Cybersecurity will aim to enhance the capacities of the ASEAN's teachers, NGO/CSOs facilitators, educators and youth's job seekers and fresh graduates as certified trainers across Malaysia, Indonesia, Singapore, Thailand, the Philippines, Vietnam, and Cambodia to build a digital ecosystem for the ASEAN community on cybersecurity. The launching will announce the new partnership between ASEAN Foundation and Microsoft to implement the ASEAN Cybersecurity Skilling Programme. The launching also aims to generate public awareness and increase participation of ASEAN youth, ASEAN government and policymakers, think tanks and Civil Society Organisations (CSOs) focusing on cybersecurity.


DUTY AND RESPONSIBILITIES
 

Under direct supervision of the Project Specialist of ASEAN Cybersecurity Skilling Programme and Head of Communications of the ASEAN Foundation, the Consultant will be hired to produce a high-quality and engaging launching event of the ASEAN Cybersecurity Skilling Programme.

The Consultant is expected to produce a live stream through either Microsoft Teams/Zoom Webinar (Webinar Feature)that meets the following qualifications:

  1. Able to save and download recordings, use screen sharing feature, include pre-recorded videos and audio clips and have its custom branding;
  2. Facebook live and, if possible, YouTube live enabled;
  3. Customised full-screen graphic overlays, watermarks, and lower-thirds text;
  4. Smooth transition between multiple layouts and on-the-fly scene adaptation with real-time composition and switching;
  5. Able to provide Zoom webinar feature;
  6. Responsive to technical issues (Ex.: In case of a speaker dropping out of the platform, the Consultant should be able to quickly plug in the holding image to allow the transition to the next speaker);

*The platform will be finalised considering inputs from the selected consultant.  

TIME FRAME

The duration of the consultancy is expected to take place from 15 February 2022 to 3 March 2022. The estimated timeframe does not reflect the actual number of days worked but the recommended time needed to complete the above tasks and responsibilities. Below is the timeline for the deliverables.

All information about this project belongs to the ASEAN Foundation, which the Consultant may contact in his/her performance. Duties under this assignment shall remain the property of the ASEAN Foundation, who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of the ASEAN Foundation in line with the national and International Copyright Laws applicable.


REQUIRED SKILLS AND EXPERIENCE

  1. Professional experience in hosting a webinar and live streaming of national and international events;
  2. Eye for design and attention to detail are essential;
  3. Excellent English skills;
  4. Ability to work in tight deadlines;
  5. Possess good flexibility in receiving last-minute changes and requests from client;
  6. Able to produce and record in Jakarta.
