TERMS OF REFERENCE  

BACKGROUND 

In celebration of the 31 years of ASEAN-China relations, the ASEAN Foundation with support from the Mission of the People’s Republic of China to ASEAN is currently organising ASEAN-China Young Leaders Programme (ACYLP) to provide youth from ten ASEAN countries and China a platform to better understand ASEAN Diplomacy and discuss ways to improve ASEAN-China relations.  

One of the two key initiatives that will be delivered through ACYLP is the Special ASEAN Foundation Model ASEAN Meeting (AFMAM) Plus China 2022, which will be organised from 5 to 10 December 2022 in Siam Reap, Cambodia. Modelled after the ASEAN Foundation’s flagship programme AFMAM, the Special AFMAM Plus China 2022 invites tertiary education students from ASEAN and China to better understand the roles and functions of ASEAN and its dialogue partners through a fun yet educational approach that involves, among others, simulations of high-level ASEAN meetings.  

The Opening Ceremony of Special AFMAM Plus China 2022 taking place on 5 December 2022 in Siam Reap, Cambodia will mark an important chapter in the overall journey ACYLP as many key stakeholders of ASEAN will be invited to support the programme. Furthermore, an closing ceremony will also be organised on 10 December to properly conclude the programme. To ensure that the programme can reach people beyond those who will attend the event physically, the opening and closing ceremonies will be livestreamed on the Foundation’s social media.Page Break 

DUTY AND RESPONSIBILITIES 

Under direct supervision of the Project Coordinator and the Head of Communications of the ASEAN Foundation, a Consultant will be hired to support the implementation of the livestreams of both Opening and Closing Ceremonies of Special AFMAM Plus China 2022 with the following qualifications: 

1. Able to save and download recordings, use screen sharing feature, include pre-recorded videos and audio clips and have its custom branding; 
2. Facebook live and, if possible, YouTube live enabled; 
3. Customised full-screen graphic overlays, watermarks, and lower-thirds text;
4. Smooth transition between multiple layouts and on-the-fly scene adaptation with real-time composition and switching; 
5. Able to provide Zoom Webinar feature should the event be conducted via Zoom; 
6. Responsive to technical issues (Ex.: In case of a speaker dropping out of the platform, the Consultant should be able to quickly plug in the holding image to allow the transition to the next speaker). 

TIME FRAME 

The duration of the consultancy is expected to take place from 15 October 2022 to 15 December 2022, covering the Opening and Closing Ceremonies of Special AFMAM Plus China 2022 which will take place on 5 December 2022 from 10:00 AM to 12:00 PM (GMT+7) and 9 December 2022 from 07:00 to 09:00 PM (GMT+7), respectively, in Siam Reap, Cambodia. The estimated timeframe does not reflect the actual number of days worked but the recommended time needed to complete the above tasks and responsibilities.

Note: The timeline above is subject to change. The committee will allocate around three weeks gap from 11 November to D-Day to anticipate any unforeseen situations. 

INTELLECTUAL PROPERTY 

All information about this project belongs to the ASEAN Foundation, which the Consultant may contact in his/her performance. Duties under this assignment shall remain the property of the ASEAN Foundation, who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of the ASEAN Foundation in line with the national and International Copyright Laws applicable. 

REQUIRED SKILLS AND EXPERIENCE 

1. Professional experience in hosting a webinar and live streaming of national and international events; 
2. Eye for design and attention to detail are essential; 
3. Excellent English skills; 
4. Ability to work in tight deadlines; 
5. Possess good flexibility in receiving last-minute changes and requests from client; 
6. Able to produce and record in Jakarta.
