Local Consultant for Photography, Videography, and Livestream

for the ASEAN Data Science Explorers Regional Final 2022

in Phnom Penh, Cambodia

BACKGROUND

The ASEAN Data Science Explorers (ASEAN DSE) is a data analytics competition organised by ASEAN Foundation in partnership with SAP that aims to enhance awareness and appreciation of the ASEAN amongst ASEAN youth. Titled “Today’s Youth for Tomorrow’s World”, this competition will allow ASEAN youth to play a key role in tackling today’s socio-economic issues in the region and help create positive change for a better future.

ASEAN DSE is open to any youth aged 15 to 30 taking full-time education in one of the educational institutions in ASEAN. To be eligible, students must be ASEAN nationals, and form a team of two with one mentor. ASEAN DSE is conducted at two different levels: national and regional levels. Ten shortlisted teams from each ASEAN country will compete at the National Finals, and the winner of each National Final will proceed to the Regional Finals as a representative of their country.

The competition requires all participants to develop data-driven insights highlighting issues in ASEAN across six United Nation Sustainable Development Goals, namely (1) SDG 6 –Clean Water and Sanitation, (2) SDG 7 – Affordable and Clean Energy, (3) SDG 8 – Decent Work and Economic Growth, (4) SDG 11 – Sustainable Cities and Communities, (5) SDG 12 – Sustainable Consumption and Production, and (6) SDG 13 – Climate Actions by utilising SAP Analytics Cloud.

The Regional Finals for the 6^th ASEAN DSE 2022 will be organised from 11 to 12 October 2022 in Phnom Penh, Cambodia. The Regional Finals will see ten groups of tertiary students representing all ASEAN Member States competing to be the winner. To amplify the promotion effort of this event, a highly capable consultant is required to assist in producing and editing high-quality photos and videos and executing a seamless Facebook Live.

DUTY AND RESPONSIBILITIES

Under the direct supervision of the Project Manager for the ASEAN Foundation-SAP Joint Initiatives and the guidance of the Head of Communications of the ASEAN Foundation, the Consultant will carry out their assignments from 26 September 2022 to 26 October 2022. The assignments consist of the production and editing of high-quality photos and videos as well as Facebook Live. To complete the assignments, the Consultants is obligated to attend the ASEAN DSE Regional Final from 11 to 12 October 2022. Furthermore, the Consultant is also expected to allocate their time to meet with the organising committee from ASEAN Foundation and SAP one day before the event for further briefing.

DUTY STATION AND DURATION OF ASSIGNMENTS

The duty station is in Phnom Penh, Cambodia. The total duration of the assignment will be from 26 September 2022 to 26 October 2022.

EXPECTED OUTPUT AND TIMELINE

Video outputs:

• 5 edited interview videos of students and judges with subtitle
• A 1-minute TikTok style video to introduce the finalists
• A 3-minute video that perfectly captures the event and includes some of the testimonials from students and judges
• Two storyboards on the one-minute and three-minute videos to be approved by ASEAN Foundation and SAP prior to the video shooting
• All raw video footage was taken during the two-day event. The Consultant is expected to provide an external hard disk

Photo outputs:

• 50 edited hi-res photos.
• All raw photos were taken during the two-day event. This deliverable is expected to be submitted to ASEAN Foundation by 12 October 2022 or at the end of the event

Facebook Live output:

• 1 Facebook Live operator
• Facebook Live equipment, such as laptop, mixer, cameras, shotgun mics and other relevant tools
• 1 fast internet modem

At least 3x revisions

COMMUNICATION AND REPORTING

The local Consultant will work closely with the Project Manager for the ASEAN Foundation-SAP Joint Initiatives and relevant staffs, with the support of the Head of Communications.

All photo/video files finalised should be delivered according to the standards established by the ASEAN Foundation and agreed with the Consultant in accordance with the Terms of Reference for each assignment. All assets used to produce the video, including project files, should be delivered in their entirety so the material can be updated. 

INTELLECTUAL PROPERTY

All information pertaining to this project (photo and video documentation) belongs to the ASEAN Foundation, which the consultant may come into contact with in the performance of his/her. Duties under this assignment shall remain the property of the ASEAN Foundation who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of the ASEAN Foundation in line with the national and International Copyright Laws applicable.

 QUALIFICATIONS AND EXPERIENCE REQUIRED

• Based in Phnom Penh, Cambodia
• Having good experience in photo/video taking and editing and live streaming for international forums and youth activities
• Having excellent command in English verbal and writing
• Owning and possessing a high-resolution state of the art digital camera and video camera and equipment
• Owning and possessing photo and video editing software
• Skilled in photography, videography, and editing
• Possessing good flexibility in receiving last-minute changes and requests from client
• Able to work under pressure and meet tight timelines without affecting the quality of the final deliverable
