Special AFMAM Plus China 2022

BACKGROUND  

In celebration of the 31 years of ASEAN-China relations, the ASEAN Foundation with support from the Mission of the People’s Republic of China to ASEAN is currently organising ASEAN-China Young Leaders Programme (ACYLP) to provide youth from ten ASEAN countries and China a platform to better understand ASEAN Diplomacy and discuss ways to improve ASEAN-China relations.   

One of the two key initiatives that will be delivered through ACYLP is the Special ASEAN Foundation Model ASEAN Meeting (AFMAM) Plus China 2022, which will be organised from 5 to 10 December 2022 in Siam Reap, Cambodia. Modelled after the ASEAN Foundation’s flagship programme AFMAM, the Special AFMAM Plus China 2022 invites tertiary education students from ASEAN and China to better understand the roles and functions of ASEAN and its dialogue partners through a fun yet educational approach that involves, among others, simulations of high-level ASEAN meetings.   

The Opening Ceremony of Special AFMAM Plus China 2022 taking place on 5 December 2022 in Siam Reap, Cambodia will mark an important chapter in the overall journey ACYLP as many key stakeholders of ASEAN will be invited to support the programme. Furthermore, a closing ceremony will also be organised on 10 December to properly conclude the programme. To ensure that the programme can reach people beyond those who will attend the event physically, the opening and closing ceremonies will be livestreamed on the Foundation’s social media. 

DUTY AND RESPONSIBILITIES 

Under the direct supervision of the Officer in Charge of AFMAM Plus China and the guidance of the Head of Communications of ASEAN Foundation, the local photo/videographers will carry out their assignments to deliver a high-quality storyboard, photo and video shootings, recordings, and editing, for the documentation of the Opening Ceremony of the AFMAM Plus China.  

Written below are points of responsibilities of the appointed local/videographer:  

1. Drafting the concept note for the storyboard, shooting, and editing purpose;  
2. Taking photo and video shoots at the project location in Siem Reap, Cambodia;  
3. Revising the concept upon request;  
4. Editing both photos and videos following the final concept;  
5. Working on relevant revisions for the photo/video result upon request;  
6. Submitting the final result that has been approved and verified for publication.  

 EXPECTED OUTPUTS 

Below are the expected outputs: 

1. Storyboard Concept;  
2. Stock of Photo and Video Footages with 4K quality;  
3. 1-2 minutes opening ceremony highlight video*;  
4. Success story video (REFERENCE);  
5. Programme highlight video to be presented during the Closing Ceremony (8 December 2022). 

*This highlight video is to be submitted on 5 December 2022 (COB).  

 TIMELINE 

The duration of the consultancy is from 30 October 2022 - 15 January 2023, with details as follow: 

 COMMUNICATION AND REPORTING  

The local photo/videographer will work closely with the Officer in Charge of the Special AFMAM Plus China and relevant staffs, with the support of the Head of Communications.  

All photo/video files edited should be delivered according to the standards established by the ASEAN Foundation and agreed with the consultant in accordance to the Terms of Reference (TOR) for each assignment. All assets used to produce the video, including project files, should be delivered in their entirety so the material can be updated.  

 INTELLECTUAL PROPERTY RIGHTS 

All information about this project belonging to the ASEAN Foundation and its partner, which the consultant may come into contact with, in the performance of his/her, duties under this assignment shall remain the property of the ASEAN Foundation, who shall have the exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of the ASEAN Foundation in line with the national and International Copyright Laws applicable.  

QUALIFICATIONS AND EXPERIENCE REQUIRED 

1. Based in Siem Reap, Cambodia OR able to travel to Siem Reap; 
2. Has good experience in photo/video taking and photo/video editing; 
3. Has good experience in developing creative video creation for engagement;  
4. Ownership of photo and video editing software is a must; 
5. The technical knowledge that includes a creative process in script, storyboard, production editing to final artwork; 
6. Possess good flexibility in receiving last-minute changes and requests from client; 
7. Able to work under pressure and meet tight timelines without affecting the quality of the final deliverable.
