Media Agency for ASEAN Digital Literacy Programme Research Dissemination

TERMS OF REFERENCE 

 

BACKGROUND 

 

Three decades after ASEAN was established, ASEAN leaders recognised that: there remained inadequate shared prosperity, ASEAN awareness and contact among people of ASEAN. It was of this concern that ASEAN leaders established the ASEAN Foundation during ASEAN’s 30th Anniversary Summit in Kuala Lumpur Malaysia on 15 December 1997. The ASEAN Foundation is an organisation from and for the people of ASEAN and exists because of one vision: to build a cohesive and prosperous ASEAN Community. As an ASEAN’s body, the Foundation is tasked to support ASEAN mainly in promoting awareness, identity, interaction, and development of the people of ASEAN. The ASEAN Foundation, with the support of Google.org, is implementing ASEAN Digital Literacy Programme (ASEAN DLP) until 2024. The programme aims to promote greater digital literacy in the ASEAN region to fight against online disinformation and misinformation by providing capacity building, carrying out deep-dive research, developing e-learning platform, and rolling out regional campaign with beneficiaries ranging from youth, parents, elderlies, teachers, community leaders, and government officials.  

 

The ASEAN Foundation is seeking for capable media engagement consultant to help ensure that the event receives excellent media coverage from the local and international media in Bangkok. The consultant will specifically support the media engagement of the event on 18 March 2024, when the research dissemination will take place. 

 

Another flagship activity is the research on digital literacy to explore the digital divide within the ASEAN region, looking into the underprivileged ASEAN communities’ digital engagement (knowledge, skills and experiences) and response to disinformation. 

As the research activity conclude, the ASEAN DLP invites strategic stakeholders to witness and discuss about the study and its result. This diligent work covers quantitative survey and qualitative data collection from all 10 ASEAN member states and will be presented in a Dissemination event where attendees could listen to insights and recommendation from each member country and have in-depth discussion with country researchers. 

 

DUTIES AND RESPONSIBILITIES 

 

Under the direct supervision of Communications Officer of ASEAN DLP, and the guidance of Head of Communications of ASEAN Foundation, the Consultant will carry out their assignments: 

  1. Develop a press release in Bahasa Indonesia and English version.  
  2. Invite local and international media outlets that are based in Bangkok, Thailand to attend and cover the event on 20 March 2024. 
  3. Arrange hybrid media interview session on 20 March 2024. 
  4. Disseminate the press releases (Bahasa Indonesia and English version) to media outlets that are not attending the onsite event. 
  5. Provide assistance in preparing a Q&A guideline for lead researcher in anticipation of a door-stop interview. 

 

EXPECTED OUTCOME AND OUTPUT 

 

OUTCOME: 

 

  1. At least 25 media coverage generated from the event 

 

OUTPUT: 

  1. A list of local and international media based in Bangkok that will attend and cover the event made available. The media should be from Cambodia, Indonesia, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. 
  2. A media invitation developed and disseminated to local and international media  
  3. Press release draft in English, Indonesian and Thai; 
  4. Press release dissemination with at least 10 media coverage in Indonesia (with 5 of Tier I media) and media coverage at least 2 media in Cambodia, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam; 
  5. A Q&A guideline made available 
  6. Media monitoring report

INTELLECTUAL PROPERTY RIGHTS 

All information pertaining to this project belonging to the ASEAN Foundation, which the consultant may come into contact with, in the performance of his/her, duties under this assignment shall remain the property of the ASEAN Foundation who shall have the exclusive rights over their use. Except for the purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of the ASEAN Foundation in line with the national and International Copyright Laws applicable.  

 

QUALIFICATIONS AND EXPERIENCE REQUIRED 

 

  1. A professional Media Agency/ Consultant 
  2. Has experience in working/engaging with the ASEAN Entities is more preferred 
  3. Has mastery/or a native speaker of local language  
  4. Has good media networks in project sites 
  5. Possess good flexibility in receiving last-minute changes and requests from client 
  6. Able to work under pressure and meet tight timelines without affecting the quality of the work results
