Background

Three decades after ASEAN was established, ASEAN leaders recognised that: there remained inadequate shared prosperity, ASEAN awareness and contact among the people of ASEAN. It was of this concern that ASEAN leaders established ASEAN Foundation in Jakarta, Indonesia, at ASEAN’s 30th Anniversary Summit in Kuala Lumpur, Malaysia, on 15 December 1997.

The ASEAN Foundation is an organisation from and for the people of ASEAN. The Foundation exists because of one vision: to build a cohesive and prosperous ASEAN Community. As an ASEAN body, the Foundation is tasked to support ASEAN mainly in promoting awareness, identity, interaction and development of the people of ASEAN. Since its establishment, the ASEAN Foundation has supported ASEAN’s community-building efforts by promoting greater awareness of the ASEAN identity, human resource development, people-to-people interaction, and close collaboration among various stakeholders. The ASEAN Foundation’s presence has grown significantly, with social media followers now exceeding 400,000 and media coverage reaching thousands of mentions annually. This growth is expected to continue with the launch of more influencer-based initiatives.

The ASEAN Foundation recognises the growing influence of content creators and social media platforms, particularly TikTok, in engaging and empowering youth across the ASEAN region. With support from TikTok, we intend to implement a new one-year regional programme called ASEAN LIVE Creators for Change that aims to empower young content creators from ten ASEAN countries, transforming them into a sharing and learning hub for people on various topics, from travelling and scholarship to financial literacy and mental health.

The new programme will support the realisation of the mandate of the ASEAN Foundation to strengthen people-to-people connections. Furthermore, the programme’s approach also aligns with the priorities outlined in the ASEAN Work Plan on Youth 2021-2025, especially in facilitating young people in the region to build their future-ready skills and strengthen their ASEAN awareness and identity.

This new initiative also presents a unique opportunity for TikTok to showcase its platforms as a catalyst for positive social change, amplifying voices from diverse creators' backgrounds in ASEAN and addressing social–cultural issues in collaboration with the ASEAN Foundation.

To ensure smooth implementation of the programme, the ASEAN Foundation is seeking an experienced and capable Project Specialist.

Position Summary

The purpose of this position is to provide comprehensive, hands-on management of all aspects of the ASEAN LIVE Creators for Change programme, including the call for applications, selection of creators, event organising, communications and financial administration.

Under the supervision of the Communications Officer and with guidance from the Head of Communications and the Head of Strategic Planning and Business Development, the Project Specialist will play a critical role in ensuring the successful implementation of ASEAN LIVE Creators for Change.

The Project Specialist is required to work onsite at the ASEAN Foundation office in Jakarta.

Description of Roles and Responsibilities

Programme

  1. Plan and oversee the full implementation of the programme, with a focus on key activities such as the call for applications, selection process, announcement of creators, and flights arrangements for participants and related ASEAN Foundation’s personnel.
  2. Monitor TikTok Live sessions conducted by the selected creators and ASEAN Foundation initiative to ensure they align with programme objectives.
  3. Provide regular check-ins and motivation to the selected creators and ASEAN Foundation’s TikTok Live host offering support and guidance when they encounter challenges.
  4. Liaise with TikTok and other relevant stakeholders to ensure effective collaboration and smooth execution of the programme.
  5. Ensure all communications align with the branding and messaging guidelines of the ASEAN Foundation and TikTok.
  6. Develop and execute online campaigns (social media, e-newsletters, podcasts) to promote the programme, including key activities such as the call for applications and the announcement of winners.
  7. Create press releases and news articles to engage ASEAN media and boost the programme's visibility.
  8. Lead the implementation of the ASEAN Foundation’s TikTok Live sessions, leveraging existing influencers or recruiting new ones as needed.
  9. Oversee the project budget, ensuring expenditures stay within approved limits and that financial records are accurate and current.

Administration and Logistics

In collaboration with the Communications Support Consultant:

  1. Prepare the necessary documents for the disbursement of grant/deliverable fees and TikTok credits.
  2. Prepare financial reports, including forecasts and budget utilisation summaries.
  3. Manage the procurement process for goods and services required for the project, ensuring compliance with ASEAN Foundation policies.

  5. Manage flights procurement process participants and related ASEAN Foundation’s personnel ensuring compliance with ASEAN Foundation policies.
  6. Maintain comprehensive records of all project-related activities, including contracts, agreements, correspondence, and financial documents.

Expected Output

  • Prepare the final programme report, ensuring it comprehensively reflects the achievements and outcomes of the initiative.
  • Successfully recruit 20 talented TikTok Live creators from ten ASEAN countries through a well-executed call for applications.
  • Successfully recruit and coordinate with ASEAN Foundation’s TikTok Live host.
  • Ensure each of the 20 young creators delivers at least six 1-hour TikTok Live sessions per month, focusing on TikTok safety tips, relevant social, cultural, health, and environmental issues in ASEAN, and promotion of ASEAN Foundation programme.
  • Execute a social media campaign that reaches at least 300,000 people.
  • Secure media coverage with a minimum of 3 clippings.
  • Coordinate with the Communications Support Consultant on financial and administrative tasks, including preparing and submitting documents for payments related to outreach activities, such as booth production for events and production of printed and digital communications materials, preparing and delivering documents for transferring prizes and incentives to content creators, and developing the programme’s financial report, ensuring accuracy and compliance with ASEAN Foundation policies.

Time Frame

The Project Specialist will tentatively start working from 9 October 2024 until 9 September 2025.

Position Qualifications

Education and Experience

Essential

  • A minimum of a bachelor’s degree in communications, management, public administration, international/development studies, or related fields
  • A minimum of 2 years and a maximum of 6 years of professional experience in awareness campaigns and community development
  • Strong team-working abilities and interpersonal skills, particularly in collaborating with content creators and influencers to achieve programme goals

Desirable

  • Familiarity with project management and key opinion leader engagement, including experience working with influencers and managing digital campaigns.
  • Previous experience in large-scale programmes or projects that involve coordination with multiple stakeholders and managing complex tasks.

 

Qualifications and Technical Skills

Essential

  • Excellent oral and written communication skills in both English and Indonesian, with the ability to review, draft, and edit documents and presentations effectively
  • Strong familiarity with social media platforms, especially TikTok Live
  • Demonstrates initiative, reliability, and honesty in their work. Able to work independently and show accountability for their responsibilities.
  • Time Management: Ability to perform effectively under pressure, meeting tight deadlines while maintaining a high standard of work.

Desirable

  • Previous experience as part of a large programme or project team, with a proven ability to manage project timelines and deliverables.
  • Residing in Greater Jakarta with the ability and willingness to travel internationally as required.

  • Capable of working independently while also being a strong team player, collaborating effectively with colleagues to achieve shared objectives.
  • Well-developed written and oral communication skills, with the ability to communicate clearly and sensitively with internal and external stakeholders. This includes strong negotiation and representation skills, particularly when acting as a representative of the ASEAN Foundation.
  • Adapts to new challenges with ease, taking initiative in identifying opportunities and resolving issues, showing a strong commitment to follow through on tasks.
  • Comfortable working within established systems and procedures, while remaining open to learning and improving. Capable of working effectively in a small team environment, sharing information and responsibilities as needed.
