About ASEAN Foundation  

Three decades after ASEAN was established, ASEAN Leaders recognised that there remained inadequate shared of prosperity, ASEAN awareness and contact among people of ASEAN.  It was of this concern that ASEAN Leaders established the ASEAN Foundation during ASEAN's 30th Anniversary Commemorative Summit in Kuala Lumpur Malaysia on 15 December 1997. 

After its establishment, the ASEAN Foundation has been tasked to support ASEAN's community building efforts by promoting greater awareness of the ASEAN identity, human resource development, people-to-people interaction and close collaboration among the business sector, civil society, academia and other stakeholders in ASEAN.  We continue to complement ASEAN priorities and we continuously work hard to strengthen the ASEAN Community. 

Introduction 

Continuing the success of ASEAN Social Enterprise Development Programme (SEDP) Phase 1 until Phase 3 from 2021 to 2024, the ASEAN Foundation – with support from TikTok and SAP – is implementing the ASEAN SEDP 4.0 in 2025 with a goal of empowering social enterprises across the ASEAN region through promoting productivity, technology, innovation, increasing access to finance, enhancing market access and internationalisation, and promoting entrepreneurship and human capital development. Since its inception in 2021, ASEAN SEDP has been empowering 70 social enterprises and 280 social entrepreneurs in Southeast Asia through virtual training and mentorship, seed grants, and business matchmaking, connecting them with investors and ACCMSME-nominated officials. This year, thirty social enterprises – from early to growth stage – across 10 ASEAN Countries and Timor-Leste will be selected to participate in ASEAN SEDP 4.0. 

After completing virtual training and mentorship from June 2025, the social entrepreneurs will attend Regional Workshop in Bangkok, Thailand, either in October or November 2025. To support the goal of enhancing access to finance and policymaking, this Regional Workshop comprises of Business Matchmaking, Networking Dinner, Social Enterprise Sharing Session which will connect the social entrepreneurs with ACCMSME-nominated officials and potential investors, including venture capitals and angel investors. These will serve as an avenue for the social enterprises to foster relationships with ACCMSME officials, which can be a pathway to voice their aspiration to policymaking and showcase their impacts to ASEAN policymakers. In addition, the Regional Workshop also serves as a platform for social enterprises to explore potential collaboration between fellow social enterprises. 

Therefore, ASEAN Foundation is seeking quotations to support the Onsite Regional Workshop of ASEAN SEDP 4.0 as below details;

 Anticipated Award Type  

Fixed Price Purchase Order   

Issuance of this quote in no way obligates ASEAN Foundation to award a subcontract or purchase order and offerors will not be reimbursed for any costs associated with the preparation of their quotation.

 Basis for Award 

An award will be made to the responsible offeror whose offer is responsive to the request and is most advantageous to ASEAN Foundation, considering price or/and other factors. No discussions or negotiations are permitted with offerors, and therefore offerors shall submit their best and final price.

 General Instructions to Bidders 

  • Offerors shall submit quotes through e-mail to [email protected] cc to [email protected] 

  • Offerors shall confirm in writing that the offeror fully understands that their quotes must be valid for a period of ten (10) months by signing Attachment A.

  • Value Added Tax (VAT) shall be included in the quoted price, and offeror is responsible for any taxes that might be levied on payments.

 Requirements 

  • Minimum seven years of experience in hospitality service, with the property shall be established no more than 30 years ago.

  • Has a company profile / portfolio and possess all permits, licenses, and professional credentials

 Term of Payment 

  • The payment will be paid based on our assignment or Purchase Order during the period of the agreement.  

  • 100% Payment will be transferred a maximum of fourteen (14) working days after satisfactory receipt of all services delivered and upon submission the original invoice and other supporting documents.

 Goods/Service Specification and Price  

Offerors should send their quotes by filling/modifying the Attachment A.
