BACKGROUND
Three decades after ASEAN was established, ASEAN leaders recognised that: there remained inadequate shared prosperity, ASEAN awareness and contact among the people of ASEAN. It was of this concern that ASEAN leaders established the ASEAN Foundation in Jakarta, Indonesia, at ASEAN's 30th Anniversary Summit in Kuala Lumpur, Malaysia, on 15 December 1997.

Artificial Intelligence (AI) is rapidly transforming various sectors, particularly in education. From personalised learning experiences to automating administrative tasks, AI is enhancing the way educators teach and students learn. However, despite these benefits, many underserved communities, including students, parents, and educators themselves, are not adequately equipped to harness AI's potential. This lack of access and knowledge not only prevents them from fully benefiting from AI but also raises concerns about the safe and responsible use of these technologies. As AI continues to rise, it's crucial to bridge this gap and ensure that all communities have the tools and understanding necessary to use AI effectively and securely.
To tackle this issue, the ASEAN Foundation with support from Google.org will implement an AI literacy programme covering the 10 ASEAN Member States with various key activities such as policy advocacy, regional study on AI literacy and ethics, development of localised training content for underserved communities, and awareness-raising campaign. The programme aims to expose over 5,5 million people in ASEAN to AI literacy, while also providing in-depth training for 2,000 trainers. These trainers will go on to educate 800,000 youth, parents, and teachers.
GENERAL OBJECTIVE
The ASEAN Foundation invites interested and qualified Not-for-Profit Organisations (NPOs), youth-led organisations, and higher education institutions from across the 10 ASEAN Member States to collaborate on the development of AI literacy modules and training materials. These resources will be tailored for youth, educators, and parents, with the goal of empowering trainers to effectively teach AI concepts through both asynchronous and synchronous methods.
The selected modules and training materials developer (Consultant) will play a crucial role in ensuring that the contents are not only comprehensive for but also easy to be understood by all three target groups (youth, educators, and parents).
REQUIREMENT OF THE CONSULTANT
The Consultant must meet the following requirements:
- A minimum of 3 years of proven experience in developing modules for digital contents or AI-related programmes, particularly for international audiences
- Experience in developing modules for international programmes, particularly those related to digital or AI literacyExperience in creating modules tailored for youth, parents, and/or educators is highly preferred
- Preferably a non-profit organisation
- Based in the Southeast Asia region
- Not affiliated with any political parties
- Fluent in English, with a strong understanding of contextual nuances
TASKS AND RESPONSIBILITIES
The following are the specific roles and responsibilities the Consultant must undertake:
- Develop four modules (for both asynchronous and synchronous learning) focused on AI fundamentals, including AI ethics, maximising productivity using AI tools, prompt creation, ethical AI usage, how to stay updated with the AI advancements, and practical applications of AI on a daily basis, including the applications of AI for combating fake news, disinformation, and The four modules comprise a module for the purpose of a 20-hour Training of Trainers (ToT) with master trainers as target beneficiaries and three modules tailored for the 12-hour training sessions for youth, parents, and educators
- Develop a learning journey and clear objectives for each beneficiary group: master trainers, youth, parents, and educators
- Ensure the learning paths are tailored to meet the unique needs and skill levels of each group, with defined outcomes that support AI literacy, ethical use of AI, and practical applications of AI
- Develop engaging and comprehensive exam materials, videos, interactive learning activities, presentations, and quizzes for each module
- Provide learning references that are related to each content (video, journal, websites, etc)
- Include pre- and post-tests to assess beneficiaries’ understanding on the contents in the module
- Collaborate with the ASEAN Foundation and Google.org to ensure alignment with programme goals
DELIVERABLES AND TIME FRAME

The above time frame is subject to adjustments and shall be discussed between the ASEAN Foundation and the Consultant.
SERVICES FEE
The interested Consultant is required to propose a quotation in line with the requested deliverables, which will then go through a formal bidding process to ensure transparency and competitiveness. This quotation must be inclusive of any relevant tax.
FEE DISBURSEMENT
The fee will be disbursed in two tranches as follow:
- 40% after Signing of the Agreement and after Deliverable 1 is completed
- 60% after Deliverable 3 is completed
