Terms of Reference
BACKGROUND
The World Economic Forum has identified viral online misinformation and disinformation as one of the biggest threats to society. ASEAN is also not immune to this threat. There have been instances where information was distorted to provoke violence, sow hate.
Young people are among the most vulnerable groups who are prone to radicalisation, hate speech, false news and intolerance. Based on UNESCO study, 54% of youth respondents didn’t know how to respond to hate and extremist material they encounter online. However, on a more encouraging note, 92% of youth respondents embraced the idea that media and information literacy competencies can help to empower young people to protect themselves from radical and extremist groups and counter hate speech online.
ASEAN is taking a concrete step to prevent misinformation and disinformation. In 2018, the ASEAN Ministers Responsible for Information (AMRI) adopted the Framework and Joint Statement to Minimise the Harmful Effects of Fake News. ASEAN has also launched its ASEAN Digital Literacy, which aims to promote greater cybersecurity as part of the fight against online disinformation. In addition, 2021 saw ASEAN develop a guideline of Training of Trainers programme that targets secondary school teachers, university tutors and lecturers to improve the digital information literacy of young people.
As a way to contribute to the effort, the ASEAN Foundation and Google will implement a virtual roundtable discussion that discusses topic around misinformation and disinformation in ASEAN on 20 October 2021. This event will also be utilised to announce the launching of the regional programme on combating misinformation and disinformation. This programme aims to raise awareness of the importance of media and information literacy in combating misinformation and disinformation, and build media literacy capacity of youth, teachers, parents, elderly and community leaders so that they can detect, counter and prevent online hoaxes and fake news. Additionally, a digital comic strip titled “Digital Literacy 101” will also be launched during the programme.
To make the announcement of the new programme on media and information literacy and the Digital Literacy 101 comic more impactful during the roundtable discussion, the ASEAN Foundation is planning to develop short animated videos for both announcements, or special announcement videos. The first announcement video on the new programme will display brief testimonies from programme’s stakeholders and animation explaining about the goal and interventions of the programme. The video for the digital comic will serve as call to action to invite people to download and learn from it. Additionally, to make the roundtable discussion more engaging, a series of testimony videos will also be developed.
For this purpose, we are seeking for capable video editing consultant to help develop the special announcement video on the new programme, a short teaser video on the digital comic and three additional testimony videos for the roundtable discussion.
DUTY AND RESPONSIBILITIES
Under the direct supervision of Head of Communications of the ASEAN Foundation, the Consultant will carry out their assignments by developing high-quality special announcement video on the new programme, a short teaser video on the digital comic and three additional testimony videos for the roundtable discussion. In carrying out its assignments, the Consultant must follow the branding guidelines of ASEAN Foundation and its partner.
EXPECTED OUTPUT
- Development of a storyboard for the special announcement video: new programme on media information literacy
- 1 special announcement video: new programme on media and information literacy (duration: 2.5 minute)
- 1 teaser video on Digital Literacy 101 comic (duration: 45 seconds to 1 minute)
- 3 testimony videos (The raw recordings of the testimonies will be provided by ASEAN Foundation. Duration: 30 – 45 seconds)
- Necessary digital assets that follow the branding guideline of ASEAN Foundation and its partner
- At least 3 revisions entitlement

INTELLECTUAL PROPERTY RIGHTS
All information pertaining to this project belonging to the ASEAN Foundation and its partner, which the consultant may come into contact with, in the performance of his/her, duties under this assignment shall remain the property of the ASEAN Foundation who shall have the exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of the ASEAN Foundation in line with the national and International Copyright Laws applicable.
QUALIFICATIONS AND EXPERIENCE REQUIRED
- Has extensive experience in storyboard development, video production and video editing
- Has good experience in developing creative video creation for engagement
- Ownership of video editing software is a must
- Technical knowledge that includes creative process in script, storyboard, production editing to final artwork
- Possess good flexibility in receiving last minute changes and requests from client
- Able to work under pressure and meet tight timelines without affecting the quality of the final video
