BACKGROUND   

Three decades after ASEAN was established, ASEAN leaders recognised that: there remained inadequate shared prosperity, ASEAN awareness and contact among the people of ASEAN. It was of this concern that ASEAN leaders established ASEAN Foundation in Jakarta, Indonesia, at ASEAN’s 30th Anniversary Summit in Kuala Lumpur, Malaysia, on 15 December 1997. The ASEAN Foundation is an organisation from and for the people of ASEAN. The Foundation exists because of one vision: to build a cohesive and prosperous ASEAN Community. As an ASEAN body, the Foundation is tasked to support ASEAN mainly in promoting awareness, identity, interaction and development of the people of ASEAN. The ASEAN Foundation in partnership with SAP will organise the 7th ASEAN Data Science Explorers Regional Finals 2023 in ASEAN Hall, ASEAN Secretariat Heritage Building on 24 October 2023. The event will bring together 20 national champions from ten ASEAN countries, to present their data analytics-based findings and recommendations addressing socio-economic issues across the following six SDGs: 1) Clean Water and Sanitation, (2) Affordable and Clean Energy, (3) Decent Work and Economic Growth, (4) Sustainable Cities and Communities, (5) Responsible Consumption and Production, and (6) Climate Action, using the SAP Analytics Cloud. By the end of the competition, three winning teams will be awarded regional champions.  

In the regional finals, the Foundation plans to display the journey of ASEAN DSE from its inception in 2017 to 2023 through the medium of video. The video will comprise footage from the previous outings and new interview footage of our beneficiaries. To support the development of this milestone video, the ASEAN Foundation is looking to hire a capable and creative Video Editor.  

VIDEO CONCEPT 

The primary objective of this video is to celebrate and showcase the ASEAN DSE's journey, milestones, and impact since its inception in 2017. The video is expected to inspire and inform viewers about the programme's significance in promoting data literacy and empowering young talent in the ASEAN region. 

The video will feature a programme overview, spanning from 2017 to 2023, showcasing key statistics and highlighting the program's evolution. It will share impactful success stories and testimonials from participants, emphasising how the programme has shaped their careers. 

The video will make use of existing footage from the documentation of ASEAN DSE since 2017 while adding new interview videos from the programme’s beneficiaries in Jakarta.  

DUTY AND RESPONSIBILITIES  

Under the direct supervision of the Project Manager for ASEAN Foundation–SAP  Partnership and the guidance of the Head of Communications of ASEAN Foundation, the Video Editor will work closely with the Communications Fellow of ASEAN DSE to carry out the following assignments:   

• Draft a video storyboard 
• Plan and execute interviews with the programme’s beneficiaries 
• Develop video and interview scripts 
• Edit and finalise the video   

EXPECTED OUTPUTS  

1. A storyboard  
2. Up to 4 video interviews 
3. 2 scripts for video and interview 
4. A 3-minute video with impact figure animation

INTELLECTUAL PROPERTY RIGHTS  

All information pertaining to this project (video documentations) belonging to the ASEAN Foundation – ASEAN DSE, which the consultant may come into contact with, in the performance of her/his, duties under this assignment shall remain the property of the ASEAN Foundation – ASEAN DSE who shall have the exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of the ASEAN Foundation – ASEAN DSE in line with the national and International Copyright Laws applicable.   

QUALIFICATIONS AND EXPERIENCE REQUIRED  

1. Has extensive experience in storyboard development and video editing.  
2. Has good experience in developing creative video creation for engagement.  
3. Ownership of licensed audio and additional video materials is required. Relevant licence documentation will be requested. 
4. Technical knowledge that includes creative process in script, storyboard, production editing to final artwork.  
5. Possess good flexibility in receiving last minute changes and requests from client.  
6. Able to work under pressure and meet tight timelines without affecting the quality of the final video.
