Consultant for the Video Production of 
eMpowering Youths Across ASEAN: Cohort 2 

BACKGROUND  

eMpowering Youths Across ASEAN (EYAA)—launched in conjunction with the ASEAN Day on 8 August 2018—is a collaborative programme by the ASEAN Foundation and Maybank Foundation dedicated to empowering youths and communities across the ASEAN member states. The programme provides an experiential and educative learning platform for youths through social volunteerism. They collaborate with people from diverse backgrounds to implement their ideas and advocate solutions to grounded issues in local communities across the Southeast Asia Region. They delve into an impactful journey to make a tangible, meaningful change among target communities in Cambodia, Indonesia, Malaysia, and the Philippines. Since 2018, the programme has empowered 191 youth, collaborated with 20 Civil Society Organizations (CSO), directly impacted 38,933 community members across Southeast Asia.  

To spread awareness and magnify the impact of the EYAA Programme, ASEAN Foundation calls for a qualified and professional explainer video/cause marketing video/motion graphics consultant to help produce a 60-to-90-second motion graphic video with professional voiceover and carefully chosen inspirational background music. 

DUTY AND RESPONSIBILITIES 

Under direct supervision of the EYAA Project Coordinator, as well as the Head of Communications of ASEAN Foundation, and other relevant officers, the consultant will carry out their assignments to complete the following:  

1. Prepare for a script for voiceover 
2. Design (i.e., concept designing, researching, animatics, style frames)  
3. Storyboarding 
4. Editing 
5. Animating 
6. Music licensing 
7. Sound designing 
8. Voiceover recording 
9. Rendering 

EXPECTED OUTPUTS 

1. A script for a voiceover; 
2. A storyboard with inspirational background music and voiceover; 
3. A style frame; 
4. 60-to-90-second motion graphic video with professional voiceover and carefully chosen background music. 

TIMELINE 

INTELLECTUAL PROPERTY RIGHTS  

All information pertaining to this project (video documentations) belonging to the ASEAN Foundation, which the consultant may come into contact with, in the performance of her/his, duties under this assignment shall remain the property of the ASEAN Foundation – EYAA who shall have the exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of the ASEAN Foundation – EYAA in line with the national and International Copyright Laws applicable.  

QUALIFICATIONS AND EXPERIENCE REQUIRED 

1. Has extensive experience in storyboard development, videography production for documentational and promotional purpose, and video editing. 
2. Has good experience in developing creative video creation for engagement. 
3. Ownership of video editing software is a must. 
4. Technical knowledge that includes creative process in script, storyboard, production editing to final artwork. 
5. Possess good flexibility in receiving last minute changes and requests from client. 
6. Able to work under pressure and meet tight timelines without affecting the quality of the final video.
